Trama: Un gruppo di ESP attacca il parlamento, sradicando l’intero edificio da terra e facendolo fluttuare nello spazio aereo sovrastante Tokyo. Gli esper-terroristi sequestrano alcuni ostaggi e uccidono a sangue freddo tutti coloro che cercano di opporsi. Intanto la città subisce una serie di attacchi terroristici, è il panico. La gente spera che intervenga la “ragazza dai capelli chiari”.
